Typical planning, bidding and building process for buildings that are not mass produced:

Owner/Developer Expectations

  1. Architect hired; starts concept designs

  2. Owner wants most bang for the buck; to be competitive with market

  3. Designs change to match budgets

  4. Decision to hire Contractor made based on partial plans

   5. Owner receives proposed change order for RFI clarification.

       Not happy

   6. Owner feels budget does not reflect the design intent

 

   

   7. Owner leery of Contractor; construction starts

   8. Owner challenges change orders; refuses to pay for some

   9. Owner has not contracted for all prudent inspections by

       consultants for work in progress

 10. Owner impacted by construction delays; wants Contractor to

        make up time 

Contractor Expectations

  1. Preliminary talks start

  2. Contractors provide costs based on preliminary designs

   3. Contractors bid plans as drawn

   4. Contractor and Owner sign contract; Contractor begins

       writing RFI’s

   5. Contractor tells owner if it’s on the drawing, he has it in his

       contract; anything not included is extra

   6. Construction field staff thinks Owner should have better 

       drawings or some sort of guidelines before contract is

        issued

   7. Contractor leery of Owner; construction starts

   8. Contractor can either make a claim, not do the work or

       minimize work required for scope not shown on drawings

       but needed

   9. Contractor relies on subcontractors to install work correctly

  10.Contractor pushes subcontractors to go faster; work force is

       harder to control (new people, longer hours)

Owners and Contractors that do not have a long working relationship do not do well at navigating these very common scenarios. It can be done if
